Why it happens: The whole bar is 100%. Cutting it into 5 equal parts cuts 100% into 5 equal parts too, so each part is 100 ÷ 5 = 20%. That is exactly what the owl is pointing out: finding what percentage 2/5 is, is the same as finding 2/5 th of 100.
Tip: This gives you a fast mental rule. Fifths jump in 20s (20, 40, 60, 80, 100), quarters jump in 25s, tenths jump in 10s, eighths jump in 12.5s.
