No — not any star on any night from any place. Three things decide whether you can see a particular star or constellation.

So what should you do? Use a sky-mapping app or an online resource to find out when and in which part of the sky your chosen object will be visible from your own town, and then pick a clear, moonless night.
Why the Pole Star is invisible from the south: it sits above the Earth's North Pole. For someone standing in the southern hemisphere, the bulge of the Earth itself blocks that direction, so the star never rises above the horizon.
