Why it happens: the zeros are doing real work. In (c) the 0 in the tenths place is what keeps the 6 in the hundredths place — writing 4.6 instead of 4.06 would make the number ten times bigger.
Tip: read the fractional part digit by digit — 7.007 is "seven point zero zero seven", never "seven point seven".
