Answer
Cut the garden into 7 equal strips and fill them like this.
One way to plant the garden: 1 strip of Marigold, 3 of Rose and 3 of Hibiscus.
Why it happens: Each strip is one-seventh of the garden, so 3 strips together make 3/7. All seven strips fill the garden exactly.
Tip: The strips of one flower need not be next to each other. Any arrangement is right as long as the counts are 1, 3 and 3.
