Here is the rule, step by step.

  1. Count the digits. The number with more digits is bigger.
  2. If both have the same number of digits, compare the Thousands digits.
  3. If they are the same, compare the Hundreds, then the Tens, then the Ones.
  4. Stop at the first place where the digits differ. That place decides.
For 3012 and 3102 the Hundreds place decided.
0 < 1, so 3012 < 3102.
Why it happens: a place on the left is worth ten times a place on its right, so once a left place wins, nothing on the right can change the answer.
