Why frosted glass behaves differently from window glass: both are glass. But the surface of frosted glass has been roughened, so the light that enters is scattered in all directions instead of going straight through. You still get light — which is why a bathroom with a frosted window is bright — but you get no clear picture.
Try This: Rub one side of a piece of clear plastic with sandpaper. The transparent sheet turns translucent in front of your eyes. You have made frosted glass.
